【摘要】:TheUNperformancetestsarebasedonthedegreeofhazardpresentedbytheproposedhazardousmaterial(s)tobepackaged.Substancesandarticleswhicharehazardousareassignedtoaspecificpackinggroupasdefinedin3.8.1andmaybedeterminedbyreferencing49CFR172.101hazardousmaterialstable.OnlypackagingdesignsthathavebeensuccessfullytestedtotheUNperformancestandardsasdefinedin3.8.2maybemarkedwithaUNmark.HazardousMaterialsmaynotbetransportedinapackagingthatdoesnotbeartheappropriateUNmarkingsunlessotherwiseauthorizedbytheapplicablecompetentauthority.PackagessuccessfullytestedtotheUNperformancestandardsmayormaynotwithstandtheNorthAmericandistributionenvironment.TofurtherevaluatethesuitabilityofthepackageitisstronglyrecommendedthatadditionaltestsasdetailedinPracticeD4169orothercarrierspecifiedtestrequirementsbeconducted.1.1ThemainfocusofthisguideistoidentifythekeyinformationrequiredforUnitedNations(UN)packagingcertificationtoensuretheselectedpackagingwillbecertifiedtotheappropriatelevelforitsintendeduse.ThisdocumentalsoprovidesguidanceforlocatingrelevantsectionsoftheUnitedStatesDepartmentofTransportationTitle49CodeofFederalRegulations(CFR).Consultwitharegulatoryspecialistwheneverneeded.1.2ThisguideisintendedtoassistindeterminingtheappropriateperformancetestsrequiredtocertifypackagingdesignstotheUnitedStatesDepartmentofTransportationTitle49CodeofFederalRegulationsperformanceorientedpackagingstandardsbasedontheUnitedNationsRecommendationsontheTransportofDangerousGoods.1.3Thisguidecoversthetestingfortransportationofhazardousmaterialspackagingsfornetmassesnotexceeding400kg(880lb)orcapacitiesnotexceeding450L(119gal),exceptingpackagingsforinfectioussubstances,radioactivematerials,cylindersandotherreceptaclesforgases.1.4Thisguidedoesnotreplacedomesticorinternationalregulatoryrequirementsforhazardousmaterialspackagingbutisstronglyrecommendedtobeusedinconjunctionwiththoseregulations.1.5TheuserofthisguidemustbetrainedinaccordancewiththeUnitedStatesDepartmentofTransportationTitle49CodeofFederalRegulations(49CFR)asrequiredby172.700andshouldbefamiliarwithotherapplicablehazardousmaterialsregulationssuchas;InternationalCivilAviationOrganization(ICAO)TechnicalInstructionsfortheSafeTransportofDangerousGoodsbyAir,andtheInternationalMaritimeDangerousGoodsCode(IMDGCode)andcarrierrulessuchasInternationalAirTransportAssociation(IATA)DangerousGoodsRegulations.1.6Thevaluesstatedininch-poundunitsaretoberegardedasstandard.ThevaluesgiveninparenthesesaremathematicalconversionstoSIunitsthatareprovidedforinformationonlyandarenotconsideredstandard.1.7Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatoryrequirementspriortouse.
